Meetings

Council and committee meetings are scheduled for two days a month. Committee day is usually every second Wednesday of the month and Council day is usually every fourth Wednesday of the month.

Council has 9 committees:

Activities Performance Audit Committee, or APAC

Chairman: Cr Lyall Bailey
Committee members: All Councillors

APAC's purpose is to oversee the performance of the Council's activities, both in non-financial and financial terms.

Allocations

Chairman: Cr Rodney Dobson
Committee members: Crs Lyall Bailey, John Douglas, Paul Duffy, George Harpur and Wallace Jack

Responsible for approving grants or loans within the Policy Guidelines from Council funds and also for approving scholarships and bursaries with the Scholarship and Bursaries Subcommittee.

Committee members: Three councillors elected from Allocations Committee

Civil Defence Emergency Management

Chairman: Cr Jim Copland
Committee members: Mayor Cardno, Crs Brian Dillon, John Douglas, Brian Drummond and Bruce Ford

To guide the implementation of Council's Strategic Plan for Civil Defence and Emergency Management.

Executive

Chairman: Mayor Frana Cardno
Committee members: Crs Lyall Bailey, Jim Copland, Brian Dillon, Paul Duffy and Diane Ridley

Responsible for reviewing the performance of the Chief Executive and recommending remuneration levels.  To review any indiscretions by Councillors under the Southland District Council Code of Conduct.  To deal with matters of an emergency nature that cannot wait until the next Council meeting.

Forestry

Chairman: Cr Brian Dillon
Committee members: Crs Lyall Bailey, Rodney Dobson, George Harpur, Gavin Macpherson

Responsible for overseeing the operations of the Forestry Business Unit in relation to the Council's Forest estate.

Friendship

Chairman: Cr Paul Duffy
Committee members: Cr Bruce Ford, Irene Barnes, Ngarita Dixon, E Clark, J Lowry, M McKenzie, Gwen Neave and William Moss 

Responsible for the coordination of Sister City activities between Southland District Council and Wyong Shire Council, NSW, Australia.

Policy Review

Chairman: Cr Paul Duffy
Committee members: All councillors

Responsible for reviewing existing Council policy and initiating new Council policy; reviewing and commenting on proposed legislation, Asset Management Plans and Long-Term Council Community Plan. 

Resource Management

Chairman: Cr Diane Ridley
Committee members: Crs Lyall Bailey, Jim Copland, Rodney Dobson (deputy chairman), John Douglas, Paul Duffy and Gavin Macpherson.

Responsible for overseeing the role of the Council under the Resource Management Act 1991 including deliberation on matters that are publicly notified and where a hearing is required.

 

The Policy Review, Resource Management and APAC Committees meet at least once a month, with APAC usually twice. Other committees meet at a variety of times during the year.

Each Council meeting has a Public Forum at the start, where members of the public are able to raise issues with the Council. If you are wanting to speak in public forum, you must contact Jan O'Shannessy on 0800 732 732 at least two weeks before the meeting. The subject matter must be disclosed and if presenting with powerpoint, a paper copy of the presentation must be given to Jan.
